Haryana Vidhan Sabha today passed the Haryana Private Universities Bill, 2006, Bhagat Phool Singh Mahila Vishwavidyalaya Khanpur Kalan, 2006 and the Haryana Panchayati Raj (Amendment) Ordinance, 2006. The enactment of the Haryana Private Universities Act, 2006 provides for setting up and incorporation of private universities in the state to impart higher education and regulate their functions and for matters connected therewith or incidental thereto. The legislation has been enacted as several institutions are evincing keen interest in setting up of private universities in Haryana, especially in the fields of Management, Computer Science, Computer Applications, Law, Environment Science, Medical Education, Engineering courses and other new emerging areas of knowledge. The Act would also ensure certain minimum standards of quality and safeguard the interests of students, especially of Haryana. Therefore, the Act would pave the way for establishment of self financed non-affiliating private universities in the state.According to the Bill, 25 per cent of the seats would be reserved for students hailing from Haryana. Ten per cent of these seats would be reserved for candidates belonging to Scheduled Caste. The university may from time to time prepare fee structure and send it for information of the government, at least 30 days before the commencement of the academic session. The fee structure for 25 per cent of the seats, who are domicile of Haryana, shall be based on merit-cum-means. While five per cent of these 25 per cent seats would be granted full fee exemption, 50 per cent fee concession would be granted in case of ten per cent seats and 25 per cent fee concession would be given to the remaining 10 per cent of the 25 per cent seats. Bhagat Phool Singh Mahila Vishwavidyalaya Khanpur Kalan Act, 2006 aims at establishing and incorporating a women university which would be teaching-cum-affiliating university at Khanpur Kalan to facilitate and promote women in the field of higher education. This university would lay special emphasis on emerging areas of Information Technology, Computer Education, Medical Sciences, Bio-technology, Environmental Studies, Technology and Management Studies and achieve excellence in these and connected fields.Haryana would be a pioneer state in North India to establish a state university for women to lay focus on professional and advanced studies. According to the statement of objects and reasons for enactment of a legislation in this regard, there are five universities and three deemed universities in the state and all these universities are co-educational. There is no separate women university in the state. The women have a vital role to play in the development of society so that the citizens have better quality of life. The status of women in the society needs to be changed for betterment and this requires special emphasis and programmes for their growth and development, especially in the field of education including higher education. It is a fact that educated women can act as a catalyst of social change and development. No development plan can succeed where women, roughly half of the population is given no access to education. This would be possible only when women are made aware of their potential contribution to the national development. Quality education is the first step towards this direction.
